The number of constellations you have Xiao in determines the order you should level up his skills. You should use his regular attack first, elemental burst second, and elemental skill third for C0 through C5.
If you're fortunate enough to have Xiao at C6, you should level up both his elemental burst and regular attack in the same order.
How to Utilize Xiao
